Remember, according to the law, if there are no other interfering circumstances, the person that hits another car from behind is always "at fault." This causes all of us behind him who have gained some sort of momentum to get up the hill to stop. Now you have a long line of cars sitting on a hill spinning tires trying to get a grip on some sort of pavement to try to climb the hill. All the while the asshole at the front has moved on. The hills can be so bad that you may end up backing down the hill and try it again because of that one Dumbass.
